You can save any attachment to your computer. You will need Microsoft Access to actually open it.

I believe the app you would be looking for is called godocs. This application lets you have access to all your documents on your account. It also allows you to edit and save them.

To edit a primary document in ATLAS.ti 7, first, open your project and navigate to the "Primary Documents" section in the Navigator pane. Right-click on the document you wish to edit and select "Edit" or simply double-click on the document icon. This will open the document in the document editor, allowing you to make your changes.
