For Windows XP, you should be able to access basic functions of the camera in the Scanners and Cameras module of the Control Panel. For full functionality, there are several free and paid webcam software packages available on the internet. My personal preference is Youcam, a free Java based program that has advanced features like streaming support, motion tracking and much more. This program works on Windows XP, Vista and 7. If you have Windows Vista or 7 an external program like Youcam is required unless your computer manufacturer preinstalled a webcam software package.

if you mean like a live webcam then you would have to set up the webcam at the desired location and leave it on
The current version of Microsoft's Messenger for the Mac does not support video. An alternative Open Source software called aMSN does offer webcam support. (See links below)
There are sites that offer webcam chat rooms. There are some that will let you Skype but you can always set this up for yourself if you want to talk to someone.

you can only get on video chat if you have a webcam and then you go to skype and you set up an account and then you can skype people and LOL! i am on it right know!! :)
Select options/settings in that program click on video settings then on the selection bar select your webcam make adjustments to voice volume ect. and then click ok or save and that should be it.
