The LEGO NXT Brick comes with built-in bluetooth capability. This means you can connect to it from a PC/Laptop that is also equipped with Bluetooth. However, you must use some compatible software on the PC to establish a connection and take advantage of it. I use RobotC a C language based development tool for programming Robots. You can download your programs to NXT via Bluetooth. You may also be able to use LabView another compatible graphical oreinted software.

If there is no built in Bluetooth adapter, then as long as you have a USB port then you can stick a USB bluetooth dongle into your computer's USB port. Then install any necessary drivers and set up your devices.
The easiest thing to do is to buy a set, a mindstorm Lego set is cheap compared to others then you just build it with the pieces, program it and let it work it is lots of fun try it.
