I don't know if VLC media player can do this. What I used to convert DVD to MP4 is a tool called Moyea DVD4Web Converter - http://www.flash-video-mx.com/dvd4web-converter/
It is a shareware though it works really well on converting DVD to MP4 and has a lot of features for customizing the resulting video.

Most do, yes. As long as the format of the file is one that the dvd player recognises. Most DVD's are backward compatible to CDs and the laser that can read a DVD can also cope with recordable media.
You do not need to convert any files to play it on a computer. With a suitable DVD decoder installed, almost any modern media player, such as Windows Media Player or VLC can play it without any conversion.

you can save the ripped DVD as an .avi file which can be played by a free sofware like vlc player
You may be missing some codex in your Windows Media player. You can try uninstalling and reinstalling your Windows Media player to correct the problem.
