Itunes tax is always being changed. As of August 2010 i can tell you it is about 15%.
Billing can be changed to none on iTunes in the US by going into the billing settings.
Updating iTunes overwrites all previous versions but music, apps and other data doesn't get changed.

When i changed my iPod, i found that u have to re-make a connection between iTunes and the iPod and any other iPod that was previously added to that iTunes had to be deleted from it. After that all should go sweet.
