That depends on how you are going to format it. There are at least two types of formatting. First on quick and takes only couple seconds. It's recommended for hard drives to be known good.

And there is a second one and it includes low level formatting, this one might take up to couple hours depending on hardware and interface (EIDE, SATA E-SATA, SATA, USB and so on) you are going to use.
