The easiest method is to verify with the vendor that the application downloaded will work on Vista. You are running Vista on a 32bit computer the application might have a chance to work, you can make software applications run on Vista by setting the compatibility mode to an older version of Windows. GIMP never expires. Once you download the program to your computer, you have it until you remove it. GIMP.org is constantly working on new version of the program however, so you might want to check the site every once in a while if you want the most up-to-date version.
It is uncommon for an application to be rejected. However there are a few reasons why it might be. You might have a serious warning against you.
