More seriously, it depends on the specific application; more than 512 MiB is going to be fine, though, as I'm pretty sure that development all but ended some time ago, when that was still a considerable size for PC system memory.

Your RAM isn't needed, there's nothing to fill it with. RAM is temporary storage, which is used when you have multiple applications running, or using applications which require large amounts of RAM, eg. Games and Video Editing software.
