Go into eBay and look in the seller tools under seller fees. Sometimes eBay offers cheaper fees for different things like; length of your listing, additional photos, listings for auctions or buy it now auctions. I think the regular fee right now is 25 cents per auction listing with one free photo. There are options for many features to choose from.
When an eBay member lists their items for auction they are charged fees by eBay. When the seller sells something they are charged another fee by eBay. The seller will be billed monthly by eBay and all of the above charges will be shown on fully itemised invoices so the seller can see a complete breakdown of how the total fee was arrived at.

The search results will give you the fees page as a first result, although the other results might also be of use to you so it is worth taking a look at those, too.
You can find out by going to your "My eBay" in "My Account" you should see your balance due there.Also, they usually email you with your balance you owe them along with all your listings fees.

If you are the seller with a Best Offer stated on your auction, it is up to you if you want to accept the offer or not. If you are the bidder, then the seller will contact you to advise you if your offer has been accepted, if the seller does not accept any offer and the auction runs out, he hasn't sold his item
