It depends on what kind of issues you're having. For starters, look up the symptoms your computer is having, and compare them to what possible scenarios your computer is having.
For example, if your computer is slow, the chances are that your hardware is struggling or failing, your [mechanical] hard disk is heavily fragmented, you have too many processes running at the same time, or your computer may be infected.
If you get BSODs or kernel panics (in Unix-derived systems like OS X, BSD, Solaris, or Linux), usually they will tell you what is the underlying problem. But this usually means that there's some hardware or driver issues.
English "troubleshoot" is roughly the French "dépanner": to repair. That's the closest translation that I could discover. The English phrase "please troubleshoot my computer" is in French "veuillez dépanner mon ordinateur".
Go to the control panel and troubleshoot it.
Use a power supply tester. You can get them on ebay for under $5.

Computer diagnostic software would be needed when you need to troubleshoot a problem with your computer. The software scans the computers for issues and offers solutions that it will employ.
To troubleshoot a loose cable connection in your computer system, first power off the computer and unplug it. Then, check the cable connections to ensure they are securely plugged in. If a cable is loose, gently push it back into place. Test the connection by powering on the computer and checking if the issue is resolved. If the problem persists, try using a different cable or port to see if that resolves the issue.
