The Fdisk command is used to change hard disk partitions in DOS.
A local disk is any hard drive or disk partition on the computer in question. So in order to "create" one, you need to either add a new hard drive, or partition the existing one.

By default C: is the active partition of the hard disk drive
The OS is stored in the Hard Disk of the computer.
It is the 6th partition of you primary IDE hard drive. hd stands for hard disk ( Please note that in case of SCSI the names would be sd) Disks are numbered as hda, hdb, hdc and so on partitions are numbered as 1, 2, 3 and so on So hda1 is the first partition on first hard disk and hdb2 is the second partition on second hard disk.

AFter you reach the partition zone during formating you press ESC to return partition

On a Windows 98 system, there is very likely to only be one partition on the disk. The difference between formatting the disk and deleting the partition would thus be a matter of semantics. Either way, all the data on the hard drive would be gone.
yeah, you may have your whole hard disk as one partition. That won't be very smart though.
