Recovery CDs for Windows are generally not made available online, due to piracy concerns. You may be able to order one from the manufacturer for a small fee; otherwise you will have to purchase a retail copy of your operating system.
You have to have distributuve of Xp (installation files). If you have OEM or Retail Cd just backup all your information from the hard where you want to install to. Then boot from the CD and follow instructions. You might need format and/or create new partions. If you have an upgrade version you have to have one of the previous versions too. Without it upgrade will not install on your computer. Full version means that you don't have to have preinstalled older version of photoshop.
Any computer that can run Windows XP or Vista can run Server 2003, but it will almost certainly not be supported by the manufacturer. Windows XP is a commercial product. If your Compaq came with this pre-installed you need to go back to the retailer for a copy of the OEM product or you need to purchase a version of the operating system from Microsoft or a retail vendor. Downloading pirate copies of commercial software is theft and illegal and supply information on how to do illegal actions.
If Vista came installed with the computer when new then it's against the licensing agreement of Microsoft to install it onto another computer. Windows is tied to the hardware of the computer so you can't install it onto other computers. If you bought the computer and a retail version of Vista at the same time then yes you can de-authorize the old one and install it onto another one.

Windows 7 requires signed drivers for them to install so I added a signature to the drivers and they now work on Windows 7 x86 and x64 :) See the Related Links for more information.
All laptops purchased with Windows included have "built-in" drivers with them. The manufacturer places any necessary drivers on the installation disc or image. This does not mean that a retail copy of Windows Vista will install and have all hardware working out of the box.
It depends on the precise flavor. The cheapest one you can actually buy has a suggested retail price of about $200 (if you're upgrading from a previous version of Windows, make that $120 instead).
