When connected to a normal power supply a UPS takes enough power to keep its battery charged and passes the power through to the device to which it is attached. When normal power fails the UPS uses its batteries to deliver clean power to the attached device.

It could be anything from a damaged/incorrectly connected power supply (you DID check that right?) to complete hardware failure, borrow a friends power supply cables or buy a new one and if that doesn't work you are going to have to send it away for repairs, I hope it's still under warranty.
