I'm not 100% clear on what you mean by "upgrade it later". There's no difference (other than price) between the Adobe's "educational license" software and the retail versions.
You can't get Adobe's upgrade plan for software you buy at the special educational price, but the software itself is supposed to be identical to the full version... you don't need to upgrade it, unless a new version comes out, and even then the educational price is generally pretty similar to the cost to upgrade from the previous version.

CS5 can either be an upgrade if you already own an older version but it is also a fully functional program on its own. if you do not have any versions of Photoshop you would need to buy and install CS5. If you only want to enhance photographs Light room may be the better of the two for you. Photoshop also does graphic design and does preproduction preparation for printing like for magazines or books. Photoshop Elements is more reasonable. If you don't expect to get serious about photography and just want to improve snapshots Elements will likely do good enough for you and it's the cheapest choice.
