I can't figure out what you're looking for here. I don't know what a "police log" would be. And I don't believe that IP addresses are "registered" there if such a thing does exist.
If you use your computer for illegal activities, it's true that your IP address could be discovered (usually by a court order to the internet Service Provider--ISP--who manages that address) and then that information could become part of a criminal investigation.
However, there are far too many addresses that could be traced for even a very large a police department to handle. That could only be done with a huge budget on a federal level and I doubt they have the time, disk space, or manpower to track and log every single communication that occurs over the Internet...
Dispatchers log all of the police's activity. This log is kept because of court. Anything can happen and most likely will happen. The log shows the court every step that was taken. Dispatchers record everything that is said on the radio and what time it was said. It is a official document.
