There are certain Android devices which can be at least as expensive as a similar Apple device. But there are many Android devices which are inexpensive. The lower end models will not be able to do as much or run as fast, though.
Yes, Android runs faster and is much less expensive than apple. Apple is expensive and the screens are very breakable, unlike Android, the screens are maxi glass so they are really nice! That's my opinion, but my mom brother and sisters like apple better.
