Windows Server 2008 is not marketed towards laptops, and no manufacturer advertises their compatibility with it. However, any laptop that supports Windows Vista should work with Windows Server 2008.

Yes, Vista is very compatible with Visual Studio, and is recommended. VS 2008 and 2010 as far as I know of are compatible with Windows 7 also.
It will work with the MS Office 2000 compatibility pack however there are some minor issues. Eg: Mail To links will not work in outlook Outlook will not register as default client Office will not save directly to a TS client drive but will copy to it.
