Yes ICMP (Internet Control Message Protocol) is a Network layer protocol that reports on the success or failure of data delivery. IMCP announces these transmission failures to the sender, but IMCP cannot correct any of the errors it detects; those functions are left to higher layer protocols, such as TCP. You may assume that there is a problem with network connectivity somewhere. You might also assume that the DHCP server is not operating because an APIPA address would only be used if the device could not receive an address via DHCP protocol.
ping is a test command. It sends a "ping" to a specified IP which should ACK back, when the ACK is received the message turnaround time is calculated. If the IP fails to respond it times out and reports failure. You can use this command to verify network connectivity, etc.

You can assume that there is no connectivity from the PC to the network and that the PC is on it's own private network.
It's very detailed. TCP and IPX are protocals that sort your data into a certain pattern so that you can transmit it over your line (phone, cable, ethernet, etc). The receiver than recongnized this specific pattern and can re-assemble the data back into it's original format. TCP and IPX are just types of patterns that are used to send data. TCP is used for your internet connection and your LAN. IPX is an older protocol that is dying out. It is still used in some video game interfaces.
