of course not. CMD is command prompt for all windows computers. CMD is like a mini computer for you, the only illegal part of it is when you use it for the wrong reasons like sending viruses and such. Or if you do things like go to your school and kick people from the network and things like shutting down the comuters. The main cause of people being charged with fraud is them using a command that can look on the files on the computers close to you. You can do anything just don't get caught :)
