Yes. Buy an SD card and insert it into the slot of the 3DS. If you don't have an SD card slot on your computer, then look for another device that has an SD card and has a USB cable. If you don't have either of these, buy an SD usb port you can plug in from argos ( about £6.99), and plug it in. Once you have the sd card plugged into your computer, click on it and click on the DCIM folder, then in the top folder inside the folder.
