No, DDR2 is quite slower than DDR3. DDR4 was released very recently. DDR4 is currently the fasted SDRAM available.

RIMMs are copyrighted so companies have to pay to produce them. also, RIMM is legacy and getting to be much harder to find. DIMM is open tech and they are now faster than Rambus anyway.
