There is GIMP (GNU Image Manipulation Program), which is free. It is very similar to Photo shop and it was first made available for the Linux platform. Nowadays, I believe, it is available for Windows also.
If you are looking for software to edit photos, some people use Kodak Easy share; and Roxio has a program called Photo Suite. Corel also has two programs similar to Photoshop: Corel Photo-Paint, which comes with the CorelDRAW suite; and Paint Shop Pro, which used to be put out by Jasc. Corel bought Jasc in 2003. Each of these have different tools for editing images, including resizing, changing resolution, altering colors, and artistic effects. All of these programs handle the common raster image file formats such as .gif, .jpeg, .png, .tif, and .bmp. You can try download.com or PC world to download the shareware programs.
Another alternative to Photo shop is Microsoft Expression Design (cheaper than Photo shop) or Auto desk Combustion. Combustion can be used alongside Photo shop but has adobe features and its own. It features amazing tools for both photo and video editing, far superior to Photoshop. This is industry standard.
Picnik or Lunapic are great all-round web based and FREE editing tools. Adobe Photoshop is expensive, but there is a cheaper version called Photoshop Elements, as well as a free website version in Photoshop Express. If you need/want more features, but still seek a free program, GIMP is a great option. Although it's free, you do have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images.
