You simply install and start web server software. That software opens port 80 and starts listening for HTTP network requests. You can then connect to that port using the address 127.0.0.1. Note that you must have at least some network hardware available for this to work in Windows. It is not enough, in Windows, to have a network card, the card must be attached to something. If you have a wireless network card, enabling that card will enable the entire network infrastructure and make the network available; but if you have a wired card, you must connect it to a router, even if the router is not connected to anything, or you must download a "network loopback driver" from Microsoft.
