This is Windows 7 and Vista's Tablet PC Settings, and Pen and Touch. They can be found in the control panel. All you have to do is go into Tablet PC Settings, select "Press and Hold", and click on settings. A new window will open. Just uncheck "Enable press and hold for right-clicking".
That seemed to do the trick for me.
I also disabled all the settings I could in both Tablet PC Settings, and Pen and Touch before I found that out, so if that alone doesn't do it, try shutting everything else down too. After that, my wacom tablet worked as I expected it to in all the apps that I've tried it in.
