No. Unless it explicitly states that Windows is being supplied with it then it will only have Mac OS X 10.4 . Mac OS X and Microsoft Windows are examples of operating systems, the basic software and environment in a computer. If it says it comes with a certain operating system, like Mac OS X, it will usually have only that operating system installed. Generally, Apple computers will have a Mac operating system, and non-apple computers will have Microsoft Windows, Unix or Linux.

I don't really understand what your asking, but when on eBay you can only buy things when you put it in cart. Another way is to bid on something when you are logged in and have your credit card number already in. Also you can put an item on watch, but you wont be buying it just thinking about it.
