A PC would needs to have a power supply in order to take a 110 or 220v power input and convert it to the basic 12v power <and other rails> it uses.

Now most desktops can and do have the ability to handle 220v power. Consult your manual and make sure you have the little red switch on the back set to 220 unless your PSU is auto-switching. As always, check with your manual and manufacturer before assuming you can handle 220.
