I was looking for the answer to this for myself and after scanning through Dell's forums it would seam that the Optiplex GX280 will support Pentium IV 5xx and 6xx CPUs. There are reports of people successfully using Pentium IV 640 and 650 processors. (3.2/3.4GHz, 800MHz FSB, 2MB Cache, 65nm "Cedermill") It seams they will not support any dual core CPUs, e.g. Pentium IV 8xx, 9xx or "Core" series.

The Dell OptiPlex 320 was manufactured in 2007. It typically came with Intel i3 processor, which can be swapped for a more powerful i7 or i9. It also has an ATI Radeon Xpress 1100 Chipset which is designed for gaming and/or graphic-heavy software.

Check your cables and the MA/SL/CS jumper on the hard drive. You may also want to clear and reset the BIOS. This has solved problems for me on GX series Dell computers.
It has 2 DIMM slots Non-ECC dual channel shared2 DDR2 SDRAM system memory (400 and 533Mhz) up to 2GB maximum.
