Aero
Its a hard questoin
On the programming level, everythins is new starting from the core and finishing with drivers and interface. Also, vista Aero Glass requires pixel shaders 2.0. Practically it's not better than windows xp.
Adding a new feature such as a touchscreen interface or improving the user interface to make the product more intuitive and user-friendly would be a designed change that increases the usefulness of the product.
I think Windows XP from Microsoft has the best user interface design. It's easy to use for children and adults. One thing I don't like about it is that it seems to slow down my computer. The best 'user interface', also know as GUI (Graphical User Interface), as shown by the marketplace, is still found in the Windows Operating System, specifically Windows XP. The latest MS OS is Vista, and, while it has enhanced features, the divergance from the 'classic' Windows functionality leaves many new users fumbling with documentation to perform previously routine tasks. Second in ranking, from a user interface standpoint would the the Apple MAC OS. Many business and government Operating System use Linux and/or Unix as their primariy OS due to extensibility and affordability, but both of those systems rely more heavily on command line operations.
The new user interface is not yet complete. It is going through a total rebuild, which is being done in smaller steps. The new interface will actually be adding several new tools and features as it gets closer to completion.
No - it is called UAC (User Account Control).
vista
To my knowledge Microsoft created Windows Vista which has new and improved fire walls (protection from unauthorized intruders ), as well as, auto blocking of pop-ups (unwanted programs). Vista also has enhanced administration of user accounts (restrict permissions) and something called Windows Defender is also included in Vista.
It comes with the operating you have. For Windows Vista User Go to start menu then All Programs and then Accessories. You will see it there.

Not always. While it may work, depending on the quality of the driver, it is far better to obtain a Vista-specific driver. Vista introduced a new TCP/IP stack and NDIS (Network Driver Interface Specification), so the old driver may not perform as well.
