Laptop screens can be pretty delicate. If a computer is dropped, it is one of the first things that can be damaged. The liquid crystal in many new laptops is likely to be damaged and makes parts of the screen unable to be read.

My initial thought on this is that the sprinkler line would be covered as it is attached to house and was damaged by a tree being blown over by wind. That is unless you happen to have an insurance policy that excludes wind damage which is not uncommon in hurricane prone areas.
In most cases no. But there are plasma computer monitors you can buy. Most monitors are LCD. LCDs use less power and are less prone to burn in.

It is always better to get a new laptop rather than a used laptop, assuming you can afford it and that there is no lightly-used laptop available. Laptops are, like all things, prone to wear and tear. Over time, dust can accumulate in the heatsink, the batter could get weaker, the monitor could be banged up, the hard drive could be nearing the end of its life, keyboard buttons could be messed up, etc. Best just to go for a new laptop.
