A good game making program is Microsoft XNA Studio Express. You can create proffessional games for PC, and then send them to your Xbox 360. You need to install C#, but it is all free.
If you want to make a first person shooter, than get FPS creator. it is $50 dollars, and expansions with pre-made characters are about $20, but it is easy and requires no coding. Everything is pre-made, you just place rooms, guns, keys, doors, walls, scenery, enemies etc. anywhere you want.
And last you can get Gamemaker, but i don't recommend it.
I recommend you get XNA, and buy a book on it as well, just to make things even more easy.
