Information and communications technology (ICT) is constantly changing. ICT combines telephones, computer networks, and audio visual networks to give the consumer a better experience when making phone calls, using the internet, or watching television.
Information communication technology
"Communication Technology," also known as "Communications Technology" or "Information Communications Technology (ICT)," is focused on the reception and/or transmission of data and information across one or more different communications channels or mediums. Communications Technology is considered to be a subset of the broader category "Information Technology," which applies to any technical solution that addresses "any" aspect of dealing with data, information and/or knowledge. Examples of the more general functions we can perform with or on any data or information include but are not limited to:CreateModifyPersist/StoreDeleteCopyArchiveRetrieveTransmitReceiveFormatRender/ViewCommunications Technologies fall under the professional IT Discipline known as "Communications Management."Subsets of Communications Technologies include but are not limited to:Narrowband TechnologiesWideband TechnologiesMicrowave Communications TechnologiesFiberOptic Communications TechnologiesSonar TechnologiesTroposcatter Technologies

Phones are keys to information and communications technology, so the answer to the question, yes, phones are included. And phones means all phones, including mobile (cellular), satelitte, landline and others.
It never did. In fact, Information Communications Technology is a subset of all Information Technology. Information Communications Technology specifically focuses on those solutions that deal with the reception or transmission of data and information. Examples of these include communications devices like satellites and radios. There are other Information Technologies that do many other things. For example, programming languages are Information Technologies that exist to enable the manipulation of data and information, as well as to enable the devices the are used to receive and communicate data and information. Other examples include Medical Technologies, which exist to assist in the identification or resolution of medical issues.
Some types of information technology include computer systems that translate or store information and the programming of these computers. This field also includes the building of websites and computer instruction.
