Web CACHE is what stores all the pictures, buttons and formatting on your computer so next time you access the site it will be faster.. these files are stored in your temporary internet files folder and can be deleted at any time.
It stores data from websites you visit so they load faster the next time you visit them.
You can clear the cache by pressing 'Shift + Ctrl + Delete' while in Chrome. This will bring up a small window asking you what you want to delete. If you mean the temporary cache from looking at websites, pressing Shift while clicking refresh will do this.
