There are people with limited use of their fingers who can't hold down more than one key at a time. This makes it hard for them to issue a Print (command-P) or New Document (command-N) command, or Cut (command-X), Copy (command-C) and Paste (command-V) things into place.
Sticky Keys makes the computer think the modifier keys (shift, command, option, control, alt) are held down until you push the key they're modifying.
