Have you "add a new printer" properly? Not enough info to be more specific! It is probably that the driver needed to run the printer properly has not been installed!
After installing the driver, you should be able to just plug your printer into your computer and let the hardware wizard set it up (assuming your computer has Plug and Play). It should then print with no issue. If it doesn't, make sure you have the correct driver installed. I would suggest removing the installed printer and driver completely and using the installation CD that came with the printer to do a clean reinstall, but if you don't have that, just go to the manufacturer's website and search for your driver. A quick Google search can help too.

When you install a printer on your computer, you are letting your operating system know that a specific kind of printer is hooked up. To install a printer, start by following the printer’s instruction manual to assemble and hook up the printer. Once you have done this you need to install the printer software. Go to the start menu, find settings, and choose printers. From you you will double click where it says Add Printers. This will open up a wizard called the Print Wizard. The Print Wizard will walk you through the steps of installing your printer. If it is a network printer, you should know its network path before completing the wizard. The wizard will ask you to insert the CD for your printer’s software. In some cases a pre-installed version of the software may already be available on the computer, although it could be outdated. The wizard will ask you if you want to use the new printer as your default printer. You should select this option only if this is the printer that you want your computer to use automatically when you choose to print a document. This means that if you want your computer to print from a different printer, you will need to select that option from the print menu whenever you print a document. If this is the only printer that you have installed on the computer than select that you would like for this printer to be the default printer. The wizard will then ask you if you would like to print out a test page. It is a good idea to do this. The test page will let you know if the printer is working properly. It will show you what the test page looks like on the screen. If it does not look like this when it prints out then there is a problem with the software. When you are satisfied with the set up of your new printer, click on the button that says finish at the bottom of the wizard. This will close the wizard and allow you to resume normal computer work. That is it, from this point forward your new printer should be working.
The printer driver is probably corrupt. Try reinstalling the printer driver from the maker's website or install disk.
Use the CD following the printer or download the driver from HP's site. The driver is a "backround program" needed for most devices to run on Windows. If you allready installed this try removing the printer and reinstall. If it still does not work read up on "Print Spooler Service".
