If you have problems uninstalling the application just DEACTIVATE smartfilter before you uninstall. Start->SmartFilter->Menu->Deactivate. After you have deactivated the program, use the uninstaller that came with the program if possible. Go to Start>>All Programs>>hover over SmartFilter and see if the uninstaller comes up. If not then uninstall it using Add/Remove programs. Uninstall all programs associated with Smart Filter.

There is no known way to get around "SmartFilter" is by using a proxy website or proxy'd IP address. The previous answer was very vague & did not seem serious. Note that libraries, colleges, etc. receive update lists that give them the newest proxy websites & IP address, so they can block them. You may find a 'new' proxy & then have it blacklisted by the time you use it.
You should not, the filtering is there for a reason and if you attempt to bypass it you will most likely be violating policy which could lead to negative action being taken against you.
