Go to the Page Layout tab on the ribbon. If you then click on the arrow in the bottom right corner of the Page Setup group, it will open the Page Setup dialog box.

The layout of the ribbon refers to how a given ribbon has been arranged. The layout of the ribbons may be rectangular or circular in shape. The ribbons have to be resized for an adaptive layout to be realized.
In older versions, it doesn't. In newer versions, you can get it in Page Layout, under the View options. From the Home ribbon, click the View tab, then click Page Layout, which has its own view options, one of which is the ruler. Tick the box beside it and you will have rulers while in Page Layout view.
There is only one ribbon. It has lots of tabs on it, which is what you may mean. There are seven standard ones. They are Home, Insert, Page Layout, Formulas, Data, Review and View. Others can also be added.
