Firewall separates two networks. It allows certain things to go in and out. It can also allow certain packets from cetain hosts to goto certain places.
In even simpler terms, it controls what gets into the network and where it can go and it also can control outgoing traffic.
In places where there are people who are very concerned with security, place firewall between internal network and external network to make sure they don't get hit by spammers/hackers from outside.

Actually, there should be no problem that will occur if someone enables Firewall. But opening 2 or more foreign Firewall is dangerous. It can crash up Service and registry key. Base Filtering Engine service can be corrupted if does.

Zone Alarm firewall is free for home personal use, and several other companies also provide free firewall software for home use. Remember to scan with up to date anti-virus program if you download free firewall software as there are some that are fake and actually contain spyware or malware.
