Try this, press and hold the 'off' button for about 5 - 7 seconds, this should force it to shut down, when you re boot the 'bug' should resolve itself.

Since you don't say which laptop you have - this is a general answer. On my Toshiba laptop - the power indicator glows orange if I've been using it on battery power instead of mains. It's an indication the battery needs charging - and usually reverts back to green when fully charged.
