This is a feature in the Professional (or higher) version of Excel that allows you to control who is able to access the spreadsheet. It ties in with active directory listings and groups in an enterprise network system.

Excel 2003: Click the file menu and point to Permission, then choose the option you want.

Excel 2007: Click the Office circle (top left corner) and click on Prepare, then Restrict Permission. Choose if you want unrestricted or restricted access.
