If the air inside a balloon is heated, the volume will increase because the molecules move faster and spread out, causing the air to expand. Conversely, if the air inside a balloon is cooled, the volume will decrease as the molecules slow down and come closer together.
When a balloon is cooled, the air inside it contracts and takes up less space, causing the balloon to shrink. This is because the volume of a gas decreases as its temperature decreases, following the ideal gas law.
For a balloon that is sealed and not full the volume of air inside the balloon will increase as it is heated. This is not however how hot air balloons work. A hot air balloon is essentially a fixed volume when it is inflated. If the air inside the balloon is heated the air inside becomes less dense so some of the air exits the balloon via the mouth of the balloon. As the air inside the balloon cools it becomes more dense so some air is ingested via the mouth of the balloon to keep it full. With each heating and cooling cycle, the pressure inside the balloon remains constant, the volume of the balloon remains constant but there is this movement of air out of and back into the balloon. When you leave a balloon in the freezer, the air inside it will cool and contract, causing the balloon to shrink in size. This happens because the volume of gases decreases when they are cooled, causing the balloon to deflate.

If the air inside a hot air balloon cooled down, the density of the air would increase, causing the balloon to lose its buoyancy. As a result, the balloon would begin to descend. To maintain altitude, the pilot would need to heat the air again or release some weight from the balloon. Without intervention, the balloon would eventually land as the cooler air becomes less capable of supporting it.
Only hot air rises, so if the hot air was cooled..... it would fall. Splat.
