Cold water causes a balloon to deflate because the cold air the cold water releases is more dense than the hot air hot water releases. Take a hot air balloon for example, the flames cause the air in the balloon to heat up, causing the hot air balloon to rise. In order to make the balloon go down, you slowly turn on and off the flames in order to cool the air already inside the balloon over a period of time.All in all, cold waters causes balloons to deflate.P.S. i probably wouldn't say the air had potential energy just that an inflated balloon has potential energy.
