I'm not sure quite what you mean by 'necessary', but the iPad is certainly useful for things such as:
-Getting online news (imagine "reading" it like a newspaper)
-Giving business presentations
-Displaying photos
-Watching movies and TV shows, especially on trips
-Drawing or sketching with 3rd-party applications
The games on an iPad are played by touching the screen and tilting the iPad. No joysticks are needed.

You don't with an emulator you might have the skills needed to set up and be able to play on a PC, but not on an iPad. An iPad would not even meet the PCSX2 minimum requirements for the emulator program

There is no IOS version of Autocad. The iPad is basically a big iPhone, and doesn't have the computing horsepower needed for this type of app.
