The file still exists as an "echo" until that particular part of the hard drive or flash drive is written over with a new file. To delete "in place" all you need to do is SHIFT + Delete. If you use the SHIFT+Deletefunction, the file will not go the Recycle Bin as they would with a simple Delete. They are gone from your normal view and cannot be easily retrived. However, the 0s and 1s are still written on the drive, the computer has just opened up that space for future use. It just has not used it yet. So if you use a file recovery program, you can retrive that file if that space is never used.
The Defrag may or may not use that space (but more than likely, it will), so yes, a Defrag will eliminate those 0s and 1s still lingering.

Accidental deletion is the most common cause of lost data. Modern operating systems provide protection against accidentally deleting files. In Windows, it's called the Recycle Bin. It's basically a special folder to which files are moved when they are deleted. As far as the operating system is concerned files that are deleted to the Recycle Bin are not really deleted at all. Open your Panels sidebar, click on the Bookmarks icon, find the bookmark you want deleted and either right click it and choose delete, or drag it to the trash (located in the same place as your bookmarks).
