Make sure the laptop computer is receiving power. (Is the cord plugged in correctly?). When the laptop battery is installed in the computer and it is properly plugged in to an AC outlet, check to see if the fuel gauge is showing a charge sign. If this does not fix the problem, the laptop battery, the power source in the laptop, or the AC power cord may be defective.
You will need to use the power cord and/or the battery in order to turn the laptop on.

A new laptop power chord can be purchased from your laptops manufacturer. You can also find the same model laptop power cord in electronic department stores, as well as online electronic stores.
Fix your laptop power cord that hasn't been supplying consistent power. some basic tools, electrical tape, and the perseverance that only a true cheapskate can muster. I performed this on my very own HP Pavilion's power cord and adapter.

You can't. You'll just have to purchase a new Power Cord.
There is, but you'd have to remove the top cover. If the laptop won't turn on try this. Remove the power cord, remove the battery. With the battery out, plug the power cord back in. Try turning the laptop on. If it comes on, then you can put the battery back in.
