there is no such thing as tethering apps however if you are in concern of jailbreaking.Tethering is when the ipod is not able to turn on when it is shut down so if shut it down you will need to conect it to the Computer to turn it on.
the computer fan is always on, as long as the computer system is on, to prevent excess heat from destroying the prosessor. so on that note, i will tha one thing that could damage the fan, is when there is any thing on it motion path, such that it can couse a break down on the fan but, it's not a garranty that the fan will be damage.
