This is a common problem usually associated with conflicting codecs which which WWM is not familiar. Make sure your file is in .wmv or .avi, or maybe even .mov (not too sure about that Apple format working on WWM), otherwise WWM might not be able to understand. If you already have it in a "readable" format, then it could be CPU issues? As in something is hogging up the memory on your PC. See if closing apps helps any. If not, make sure you're computer isn't infected. I know back in the day I always went to a WWM forum on a WWM help-site, you should probably check that out.

Sorry, but there is no Speed Up or Slow Down feature in Windows Live Movie Maker. That particular feature is available in the v2.1 and v2.6 Windows Movie Maker applications, but not in Windows Live Movie Maker.
In my opinion, Windows Movie Maker v2.6 is best. But, if you have Windows Xp, the only Movie Maker version the operating system supports is v2.1.
