You don't have to, but people don't like leeches, it's considered polite to seed (when you have 100%) a while. Also, within limits, increasing upload usually increases download speed.
I have had the best success with two: uTorrent and Transmission. At the moment I am using uTorrent, so IMO that is the best. Both have superior qualities and Mac like interface.
