If you didn't change the theme in personalize then it's probably a setting in Performance Options.

Right click on the taskbar (in a blank space) click properties and there should be an option on that window to change the taskbar's position

There are several registry keys which control the windows 7 taskbar some of the keys have been migrated from windows xp which had a much better behaved taskbar. There is a generic fault in the microsoft programming for this bar. It is common for it to disappear completely and can even happen windows 7 updates making system restore the easiest option. Running explorer.exe will not always bring it back, and even a reboot may not prove successful. Microsoft blames the erratic behaviour of their taskbar on third party pop up reminders from the taskbar. This is "poppycock" their operating system should insulatel anything as important and integral as the taskbar. Microsoft should be ashamed for not fixing a problem which has been going on now since the inception of Windows 7. The only decent operating system they have is windows xp and thats only because its been out so long now even their dullard programmers have gotten around to understanding it. You will not be able to fix this problem from the registry alone as the operating shell is at fault.
its actually pretty simple, all you have to do is reboot your computer, my computer is windows 7, but i bet it will still work on windows XP though
This is not an answer.................. I downloaded and installed a Windows 7 update and now my taskbar is ugly and grey. it is no longer transperant and instead of the beautiful windows symbol there is an ugly logo that says "Start" on it. plz help or my display will look ugly forever....
Slide your cursor down so the taskbar rises, right-click a blank area of the taskbar and left-click 'Lock the tasbar' (2nd to last option on the pop-up menu).
