Florescent lighting uses a ballast to create a changing electrical current that moves through the bulb and "excites" the gas held within which produces light. Because the ballast creates the changing electrical current, a changing electrical field is created. When that chancing electrical field comes in contact with the circuitry of a computer that field interferes with the signals the computer relies on for accurate calculations. The interference (known as EMI, Electromagnetic Interference) can cause any number of odd issues and can be very difficult to diagnose. Many newer fluorescent lights have better shielding to reduce the size of the EMI field the ballast emits... also, newer electronics are typically better shielded than their older counterparts which enables them to ground out (nullify) some of the EMI fields that come in contact with the unit.
