You can only buy apps from the App Store if the money is on your iTunes account. If you get the pre-paid Master Card to go onto the iTunes account, then you can. If you can't, then you can't.
Go to Settings app, go to Store, click Log Out, then Log In with a different account. IMPORTANT this will not magically give you music or apps from another iTunes. All it does is if you buy anything from the App Store or iTunes apps it will credit the charge to that account.

If you do change your iTunes Store Country, You can only download Apps that have an American App Store License whereas if your iTunes Account is with Canada you can only download Apps with a Canadian App Store License. But I wouldn't fret about it, Canada and USA are fairly close so Developers probably have both of those licenses. This is applicable to all countries.
